Hello. I'm Beth Carroll. Welcome to New Hampshire Outlook. How will NH handle the controversial issue of gay marriage? A specially appointed legislative commission has spent months canvassing the state and researching the divisive issue. They've been studying all aspects of same-sex marriage, civil unions and the legal equivalent to it. The commission's job included a series of public hearings over the past year. The state's "Same Sex" Marriage commission is made up of lawmakers, state officials and members of the public. We've invited 4 of them here to talk about the commission's work & its recommendations. Joining us for the discussion: Representative Tony Soltani, who chairs the commission -- Representative Maureen Mooney, Senator Martha Fuller Clark and Ed Butler, an innkeeper who with his gay partner owns the Notchland Inn in Hart's Location in the White Mountains. Welcome to all of you. Q ALL: It's been a roller-coaster of sorts, some contention, strong emotions -- a lot of travel. WHY did you sign on to the commission?? Q What is the Commission's MANDATE -- and have they lived up to it?? Q Safe to say ALL of you agree on at least one thing: the NEED to START the long-term DEBATE on Gay Marriage in NH? Q REP SOLTANI: You're quoted as saying Gay Marriage the "third rail of polititics.nobody wants to touch it" What did you mean??? ====== Q REP MAUREEN MOONEY/ SEN MARTHA FULLER CLARK: The Commission REJECTED a proposal that NH adopt VT-style CIVIL unions. WHY??? ** Rep Soltani --you predicted DISASTER if NH adopted VT-style civil unions. WHY??? What did you mean? Q ED BUTLER: You're an openly gay member of the commission -- YET, even YOU voted AGAINST VT-style civil-unions. WHY? ** You don't See MARRIAGE and CIVIL UNIONS as inter-changeable? Still.if passed --wouldn't civil unions be MORE protections under the law for gay couples than status quo??? Q SEN MARTHA FULLER CLARK: You view CIVIL UNIONS as the right path to follow. EQUAL in eyes of the state. -- ====== Q POLLS suggest NH is ready to accept some form of legal recognition for gay and lesbian couples. According to a UNH survey: 55 percent -- support gay marriage, 64 percent oppose a federal constitutional amendment to BAN gay marriage. IS the Legislative climate conducive to changes in the legal recognition of gay marriage???? Q REP MAUREEN MOONEY: The commission is recommending a Constitutional Amendment -- stating marriage is between a man and woman. Doesn't STATE LAW.already ASSERT THAT???? Sen Barnes -- proposed that so VOTERS would know where their representatives stand. Q SEN MARTHA FULLER CLARK: Is the Legislature likely to ENDORSE that change to the constitution? ** Any move to change state constitution would have to go to a PUBLIC vote.and pass by 2/3rds majority. |

Q ANY/ REP SOLTANI: The Commission is Working on its FINAL report. ** Voted NOT to adopt VT style civil unions, Voted NOT to recognize Out-Of-State same sex unions, and Voted NOT to set-up a domestic partner registry for couples who can't marry legally. What is the FINAL report going to look like? WHAT'S IN IT??? Q Will there be a majority and minority report???? Q ANYONE: HAS this been a PRODUCTIVE process.satisfied with RESULTS of the commission's work??? Q ED & ALL: What do you want to see come out of this document??? Q REP MAUREEN MOONEY/ SEN. MARTHA FULLER CLARK: Did the COMMISSION look at what other states have done with regard to same sex marriage and civil unions. constitutional challenges. Q SEN FULLER CLARK: Hospital Visitation rights for partners --was an issue because of HIPPA. Has that been RESOLVED???? November 8th -- Texas approved constitutional BAN on same-sex marriage.the 19th state to take that step. MAINE.that same day -- decided to KEEP its gay rights law on the books. But, the Losing side now focusing on passing a state constitutional amendment to protect TRADITIONAL MARRIAGE. This is a DIVISIVE issue --across the country. WHERE should NH stand on this issue??? Q What Happens after REPORT goes to the Legislature -- What's NEXT??? Will we see movement on this front -- this legislative year???? ** Ray Buckley was quoted early on as saying.he's lost any hope of making a USEFUL recommendation to lawmakers that increases EQUALITY for gays and lesbians in NH. Is he ALONE in that sentiment -- or, is it shared by others?????? PARTING words -- as we close out. ====== REP TONY SOLTANI, REP MAUREEN MONEY, SENATOR MARTHA FULLER CLARK, & ED BUTLER. Q Governor Lynch -- against gay marriage --but OPPOSES changing state's constitution to BAN IT. Q REP TONY SOLTANI: How does SAME-Sex Marriage.threaten traditional MARRIAGE??? MA is the first and only state to make same-sex marriages legal. |

AP-NH--Gay Marriage State gay marriage panel holds final meeting today bywfls CONCORD, N.H. - A state panel on same sex unions holds its final public meeting today in Concord. The commission was created to study all aspects of same sex civil marriage and its equivalents and report its findings to the Legislature. It has been meeting since the spring, taking testimony from the public and experts like psychologists, lawyers and physicians. The commission's report is not due until December first. However the panel recently voted to recommend a constitutional amendment defining marriage as a union between one man and one woman. The panel also has voted against creating a domestic partnership registry for couples who can't marry legally. AP-NY-11-07-05 0911EST |

Monday November 14: We had a few problems. The lightening again, did not capture the keys from Decko. But we seemed to fix it by changing the background input. Then the wireless headsets were turned off and my headset was set to channel 2 which I thought was on one. And then we had the prompter fail us by sticking. Russ and Adam are looking at it. The camera shots looked good and it was a good show other than the technical stuff. |

Taylor is the owner of a welding shop, whose passion and hobby is creating sculpture. Chip returns to Alstead to tour the town with Taylor and see how the floods have affected his community. http:/www.alsteadnh.org/main.php KATRINA TOUR The NH Air National Guard was sent to New Orleans after Hurricane Katrina hit. Sherri Carver, a member of the guard’s communications squadron and a video production teacher at Portsmouth High School, was one of the members who went. While in New Orleans, Carver captured video of the National Guard in action. She joins us to show her pictures and to talk about the trip. http:/www.nhguard.org/pages/1/index.htm WEDNESDAY, NOVEMBER 16 WOMEN AND DEPRESSION Postpartum depression is grabbing headlines in the news and tabloid press. The public feud between actors Tom Cruise and Brooke Shields over the treatment of mothers with depression helped bring the issue to the forefront. Kathleen Kendall-Tackett, health psychologist at UNH and expert on postpartum depression, says 20 percent of new mothers experience depression and, if not identified and treated, depression can go on for years. Kendall-Tackett has written two new books, “The Hidden Feelings of Motherhood” and “Depression in New Mothers: Causes, Consequences and Treatment Options.” She joins Beth Carroll to talk about postpartum depression. http:/www.mentalhealthscreening.org SAD Everyone feels a little bit down when the leaves start falling from the trees. But for some people, the onset of fall brings a host of physical and emotional problems. But those statistics don't tell the whole story. The University of New Hampshire has built a Storm Water Management Center that is the only one of its kind in the country. It plans to provide storm water management data to communities throughout the Northeast in order to improve water quality and reduce runoff.
